Nuova riforma e nuovo ordinamento per i carabinieri
MILITARITÀ DELL’ARMA. ULTIMO ATTO

Quando nel nr. 2-2009 del periodico "Carabinieri d’Italia Magazine" scrissi due articoli titolandoli « La militarità dell’Arma non può essere un tabù. Discioglimento dell’Arma dei carabinieri. The truth is that representatives of COBAR Carabinieri base not only have a thought about the soldiers of the defined and its passage to the interior ministry but some of them even claim to have opinions undefined and nebulous topic deemed useful to marry all the arguments, the evident purpose of providing more support. The result is that they ended up leaving the political leadership and the internal dell'Arma decisions which, however, had no jurisdiction, since no matter which service, and beyond that, however, the jurisdiction of military representation .
I could see, with great hilarity, the passion with which some representatives of the foundation to provide strange alchemy that would have allowed the passage dell'Arma to another public body. Concerning the issue of military, not only did they have ever faced, but their views were more distant nebulae and those that go to seek astrophysical universe, and whose distance is measured in light years . The end of the so-called first Repubblica non portò ad un accantonamento del progetto ma al completamento della prima parte che vedeva comunque l’autonomia dell’Arma acquisita ormai nel 2000.
Rivelare ora ciò che scrissi in quella bozza di progetto non è bene perché correrei solo il rischio di essere avvicinato da una pletora di rappresentanti COBAR od aspiranti sindacalisti, pronti a giurare che qualunque progetto di nuova riforma dell’Arma dipende dal loro appoggio.
La realizzazione di un tale progetto non dipende dal sostegno o dall’appoggio di una base che, negli anni, ripiegata su se stessa, non ha visto al di là della propria miope quotidianità, ma dalla sinergia proveniente dalla classe dirigente di ministero dell’interno-polizia e ministero della difesa-carabinieri, trattandosi di un lavoro che coinvolge competenze specifiche .
Quanto alle carriere, poi, quelle relative alla base non potranno essere diverse da quelle della Polizia di Stato. Per gli ufficiali occorrerà creare una omogeneizzazione con i loro omologhi poliziotti, in special modo per i generali, consentendo l’accesso alla carriera prefettizia, anche nella disgraziatissima ipotesi che nel passaggio al ministero dell’interno resti appiccicata addosso all’Arma l’ormai vetusta ed obsoleta militarità . Solo in questo modo e con un incentivo di carriera verrebbero valorizzate tutte quelle expertises che anni di lotta alla criminalità ed al terrorismo hanno forgiato in modo inequivocabile a tutto detrimento di una militarità ed una dipendenza dalla difesa di cui, in avvenire, non se ne sentirà più la mancanza.
